Thanks to the U.S. Army Europe’s (EUCOM) Humanitarian Assistance Program overseen by the U.S. Office of Defense Cooperation (ODC), Tulcea County now boasts a new school, orphanage and medical clinic. All three sites were built or renovated by local Romanian companies with funding from U.S. Army Europe and contracted by U.S. Naval Facilities.

The three projects, totaling $449,000, involve the construction of a new kindergarten in Ceamurlia De Jos, renovation of a medical clinic in Maliuc and renovation of an orphanage for mentally and physically handicapped children in Tulcea.

Ribbon-cutting ceremonies took place May 11 and 12 and were attended by Vice President of the County Council Nicolae Chichi, General Director of Social Assistance and Child Protection Mrs. Dumitra Bădulescu, local mayors and other local authorities, U.S. Embassy Consul James Gray, Office of Defense Cooperation Lieutenant Colonel Shannon Hancock, EUCOM Colonel Bob Stanley, EUCOM Lieutenant Colonel Amy McCall and NAVFAC Lieutenant Commander Roberto Alvarado.
